Information About The Program

Within the scope of the Disaster Management Training of Trainers project carried out with the Federal Emergency Management Agency (FEMA) of the United States of America in 2000, 31 faculty members received theoretical and practical training on disaster and emergency management.
In parallel with this training, Disaster Management Centre was established in 2001 within the scope of ACHIEVE (A Cooperative Hazard Impact reduction Effort Via Education) Disaster Management Education Project, which was carried out with the agreement signed between Istanbul Technical University, Turkish Prime Ministry General Directorate of Crisis Management and Federal Emergency Management Agency (FEMA) of the United States of America. Within the framework of the trainings carried out with NETC (National Emergency Training Centre) in USA and JICA (Japan International Cooperation Agency) in Japan, the knowledge and experience of USA, England and Japan on disasters were transferred to ITU to a great extent.
After the establishment of Disaster Management Centre in 2001, Disaster and Emergency Management Non-Thesis Master's Programme was started at ITU Institute of Science and Technology with the contributions of Oklahoma State and Texas A&M Universities. Disaster Management Non-Thesis Master's Programme started its education in 2001 and still has active students. Disaster Management Non-Thesis Master's Programme has a wide student profile. While the Disaster Management Non-Thesis Master's Programme, which has a student profile consisting of individuals working in both universities, strategically important institutions and organisations operating in the public and NGOs, as well as in the private sector, operates in the First Education, the proposal of the Disaster and Emergency Department due to the fact that the Master's programme with thesis started to admit students in the 2021-2022 Spring semester and continued in parallel with the non-thesis programme, With the decision of the Board of Directors of the Institute of Disaster Management and the Board of the Institute of Graduate Education, it has been decided not to admit students to the Non-Thesis Master's Programme in Disaster Management as of the 2021-2022 Spring semester until all students graduate and to close the programme after graduating the students.
In the Spring semester of 2021-2022, Disaster Management Master's Programmewith Thesis started its education. The two programmes are actively carried out in parallel at the Institute of Graduate Education, Department of Disaster and Emergency Management.

Course Adjustment and Exemption Procedures

Course adjustment and exemption procedures are carried out in accordance with the Exemption and Adjustment Procedures Regulation of Istanbul Technical University.

Program Educational Objectives

To provide the student with the ability to use the theoretical and practical knowledge at the level of expertise in disaster management, to create data using research methods, to solve problems by integrating and interpreting information from different disciplinary fields,
To ensure that the student can produce solutions by taking responsibility for a study requiring expertise in disaster management, evaluating his / her knowledge and skills, and developing new strategic approaches to solve possible complex problems,
To enable the student to be able to transfer current developments in disaster management and his/her own studies by supporting them with quantitative-qualitative data, using information and communication technologies, written, oral and visual systematically,
To provide the student with the ability to communicate in written / oral communication in English and to transfer his/her studies in written, oral and / or visual form in international platforms in disaster management.


Measurement and Evaluation

Evaluating Student Success
The student success is evaluated considering Articles 56, 57, 58, and 59 of the Istanbul Technical University Graduate Education and Training Regulation Senate Principles.

ARTICLE 56 - Before the enrollment for the courses begins, the faculty member who offers the course informs the Program Executive Committee about the types, number and contribution percentage to the final grade of the studies within the semester, as well as requirements for a right to take the semester final exam. These requirements shall be finalized by approval of the Program Executive Committee and approval of the chair of the department, who declares them to the student and informs the Graduate School.

ARTICLE 57 - A student may appeal the final grade of a course within one week following the announcement of the grades. Appeals must be submitted to the Graduate School in writing. The relevant faculty member shall re-evaluate the student's success status and submit the result to the Graduate School within one week. Appeals not submitted within the prescribed time frame shall not be considered by the Graduate School.

ARTICLE 59 - Students who wish to improve their cumulative grade point average may retake courses during the course-taking period. The most recent grade will be counted for the repeated courses.

Graduation Requirements

According to ITU Graduate Regulations, students of Disaster Management Master's Programme with Thesis are expected to successfully complete at least twenty-four credit courses with at least eight courses, non-credit courses, a seminar course and a thesis study.
