Information Systems Engineering Program is a dual-diploma program that is an undergraduate program in which students spend half of their education at a campus of the State University of New York (SUNY) and half at Istanbul Technical University. The program received the 2007 Heiskell Award for International Exchange Partnerships by the Institute of International Education, one of the world’s leading international education organizations which administers such programs as Fulbright and the Humphrey Fellowships.
Istanbul Technical University is one of the world’s oldest technical universities with a long history of 250 years. ITU is a reputable institution known for its history, science, technology, art and sport achievements over the period of 242 years. It is a research centre connecting the past to the present and designing projects for the future. Computer Engineering and Information Systems Engineering education in Istanbul Technical University started in 1980 as a program under the Department of Control and Computer Engineering Department. In order to keep up with the contemporary developments, Computer Engineering and Information Systems Engineering were reshaped as separate departments under the same faculty. All related programs and departments were transferred to the new Faculty of Computer and Informatics Engineering in 2010.

This innovative program prepares students from several prominent research universities in Turkey with high-level substantive knowledge and analytical skills for careers in high-technology areas that require global perspectives. This four-year program includes full-time enrollment for the sophomore year and the senior year at Binghamton University.
Dual-diploma students take computer science, general education, management and other courses along side Binghamton students. Graduates of the program receive two diplomas, a bachelor of science degree from the Thomas J. Watson School of Engineering and Applied Science and a Lisans in Information Systems Engineering from Istanbul Technical University.
- The DDP has accepted students since fall 2003.
- The program is a 4-year program.
- Education language is English.
- Minimum language scores to start the DDP are TOEFL( PBT:557 + TWE:4)-(IBT:83).
- Students are enrolled to the school of foreign language at ITU if their TOEFL scores are below the minimum requirements.
- The DDP accepts 30 new students each year.
- Students study the first and the third years in Istanbul Technical University, the second and the forth years in Binghamton University.
- Students the diploma of both Istanbul Technical University and Binghamton University.
